(2) Talent Training System
Backed by six universities including the GreatBay University and City University of Hong Kong (Dongguan), together with 18 provincial-levelnew-typeR&D institutions, the park has built a collaborative talent training system comprising "universities + major scientific facilities + major platforms + enterprises". The National Innovation Research Institute for Outstanding Engineers has been established in the park. Enterprises and universities have jointly established internship bases and joint laboratories to specifically train technical and skilled professionals urgently needed by the industry, thereby ensuring a precise alignment between talent development and industrial needs.

In line with Dongguan’s unified policy framework, the park has established a three-dimensionalevaluation system of "certification + expert assessment + recommendation and self-assessment", and built a dynamic catalog of six talent categories (A to F), accompanied by comprehensive subsidies and service guarantees.
Category A talents: eligible for a maximum housing subsidy of 5 million yuan or a maximum living allowance of 2 millionyuan, with access to the Qifeng Card
Category B talents: eligible for a maximum housing subsidy of 3 million yuan or a maximum living allowance of 1 millionyuan, with access to the Qifeng Card
Category C talents: eligible for a maximum housing subsidy of 1.5 million yuan or a maximum living allowance of 600,000yuan, with access to the Yulan Card
Category D talents: eligible for a maximum housing subsidy of 800,000yuanor a maximum living allowance of 300,000yuan, with access to the Yulan Card
Category E talents: entitled to a onetime new talent introduction subsidy of100,000yuan, with access to the Guanxiang Card

In addition, Songshan Lake provides comprehensive subsidies for talents from Hong Kong and Macao: 200,000yuanfor PhD graduates, 60,000 yuan for master’s graduates, and 30,000 yuan for bachelor’s graduates.
