Since its establishment in 2001, Dongguan Songshan Lake Hi-tech Industrial Development Zone has been implementing innovation-driven development strategy, improving its capability of independent innovation and establishing a whole-chain innovation ecological system. In July 2020, the National Development and Reform Commission and the Ministry of Science and Technology approved of the construction of the pilot zone of comprehensive national science center in the Greater Bay Area with Guangming Science City and Songshan Lake Science City as the main components.
Songshan Lake has been nurturing fertile soil for innovation with source innovation of scientific apparatus such as China Spallation Neutron Source as the core and technology enterprises scattering in Songshan Lake Hi-tech Industrial Development Zone as the foundation, and dependent on leading enterprises and new type of R&D institutions. Songshan Lake endeavors to establish a whole-chain innovation system to deploy from source innovation to industry settlement, allowing the rise of technology innovation star in the Greater Bay Area.
Convergence of scientific apparatus
Dongguan Songshan Lake Hi-tech Industrial Development Zone is equipped with scientific apparatus that leads the country. China’s first and the world’s fourth pulsed spallation neutron source was accepted and put into operation by the country in 2018. As of now, three spectrometers have been built with more than 350 original researches being completed. Eleven spectrometers and experiment terminal are planned to be built in the second phase of the project, which will considerably improve its comprehensive functions.

Like the Spallation Neutron Source, Southern Advanced Photon Source is also a scientific apparatus used for observing the micro structure of substance. The construction of the research testing platform was started in September 2019 and is expected to be completed by September 2021.
Southern Advanced Photon Source
The advanced attosecond laser facility is under active planning and will complement the Southern Advanced Photon Source and the Spallation Neutron Source. The Songshan Lake Science City will advance the installation of cluster of scientific apparatus and form world-class original innovation in the field of materials science.
Pool of innovation factors
Dongguan Songshan Lake Hi-tech Industrial Development Zone is home to 366 national-level high-tech enterprises, seven top 100 enterprises, 9 gazelle enterprises and 36 enterprises under the city’s Multiplication Program. In terms of R&D, it possesses one National Engineering Research Center, 93 provincial ones and 47 at city level; one national key laboratory, 5 provincial ones and 62 at city level; 30 new type of R&D institutions with 23 of them at provincial level. The coverage of R&D institutions of enterprises above designated size in the industrial zone reaches 58.05% and the investment in R&D accounts for 10.98% in the GDP.

Comprehensive incubation system
Songshan Lake International Innovation Entrepreneurship Community was built in Dongguan Songshan Lake Hi-tech Industrial Development Zone and unveiled on July 24. Songshan Lake International Innovation Entrepreneurship Community covers an area of 397 mu and total floor area of 530,000 square meters. Efforts are made to build an international, young, intelligent and ecological community, and provide a low-cost office and living space. The community will be built into a special zone for pilot and trial policies and a cradle for high-tech enterprises and enterprises listed on the Science and Technology Innovation Board, and emerge as a benchmark for technology incubation bearer and “city of innovation and entrepreneurship that never sleeps”.
Songshan Lake International Innovation Entrepreneurship Community
The community is presently home to nine new type of R&D institutions, two national incubators, three provincial incubators and five city-level incubators. It nurtures industries in fields such as electronic information, new materials, biotechnology and intelligent manufacturing. It has incubated more than 400 technology enterprises such as Finslink and TUS-Pharmaceutical. Nearly 2,000 scientists and entrepreneurs are working in the community to pursue innovation and entrepreneurship.
