Songshan Lake Citizen Center serves as a one‑stop government‑service platform for enterprises and residents within the park. Committed to building a first‑class market‑oriented, law‑based and international business environment, it adopts the government‑service model of “all‑in‑one premise, one‑window processing and highly‑efficient services”.
Service Capacity
Composed of the main service hall and the Public Security Zone, the center operates 50 open service windows in the main hall, handling businesses from 19 approval‑granting departments and 10 public‑service departments. The main hall offers more than 1,300 government‑service items and over 200policy‑application items. The Public Security Zone has 16 open windows for more than 180 service items. Realizing consolidated one‑premise processing, it covers high‑frequency business areas including people’s livelihood, market regulation, real‑estate registration, project construction, human resources, social insurance and medical insurance, as well as policy application. This enables enterprises and the public to “handle all affairs under one roof”.
Service Model
Adopting the government‑service workflow of “comprehensive acceptance at the front‑desk, classified examination and approval at the back‑office, and unified issuance of documents at service windows”, the center has greatly improved administrative efficiency. It provides 24‑hour self‑service government services. On top of self‑service terminals for tax, social security, public security, traffic management and other departments, 18 self‑service terminals of the **Dongguan Government Service Platform** have been deployed to build a “10‑minute government‑service circle”. This closes the “last mile” of public‑service delivery and provides round‑the‑clock self‑service access.
Service Innovations
User‑friendly measures including “off‑site approval”, “video‑assisted service”, “extended‑hour service” and “conditional acceptance with incomplete documents” are implemented to expand the reach of government services. Branch service halls have been set up in each major zone to allow high‑frequency affairs to be “handled close to home”.
